A recent report by Westpac in 2014 stated that nearly half the boats used by the Westpac truck hauler fleet in the Pacific went ashore, either undamaged or damaged during their journey from their ports of call to Port Nelson.

More than half of these vessels were being hauled by tanker to remote areas, often without the use of an oil spill recovery vehicle.

A Westpac spokeswoman said: «At its peak, Westpac’s haulage fleet in the Pacific was approximately 1,300 trucks carrying about 9,000 tonnes a month. That is a proportion of the fleet, which at the peak was just over 10 per cent.

Hands-on exercises between Westpac and industry, the report stated, have reduced the risk of oil spills in particular, as more people are driving.

Last year, the Government commissioned a report for the Prime Minister’s Review Panel, which is currently examining Westpac’s response to the spill, to see if it is the best way forward, and whether this should have come in earlier.

But the report’s authors say there are reasons to worry that in some of the most remote areas in the Pacific, the risk of a spill would be greater than in the rest of the world.

The report notes that when Westpac transported oil in 2012 and 2013, it experienced an average of two spills per trip.

The report says there are three reasons why this would occur in remote areas. First, there are few commercial vehicles at any given time around the world. Second, more ships are needed for more trips and oil is transported at a slow pace of around one to two a year. And, third, large vessels would be more difficult to handle, which would reduce the effectiveness of the remote operation.
